Add monitoring for the "phy error counters" that are currently displayed in the tssastools log, and which can only be verified via a snap

We've encountered several issues related to disk problems and crashes. After opening several cases, in one of them  (TS022401811) , we  have been notified about a significant increase in these counters. This problem wasn't being reported anywhere by the system.

We believe that having the availabily of monitoring this, would help us identify potential firmware update needs, or underlying hardware issues, thus increasing the reliability of the provided status diagnostics.

Providing this information in the format would be extremely helpful.
