Update DSCLI windows client with Developer Signatures for Win 11 Security

The current DSCLI client will not install in Windows 11 environments secured with Microsoft Defender SmartScreen, as the installer is not signed by a developer certificate. 

After moving to Windows 11, our storage admin team (4+ admins) is unable to install this business tool for interacting with our DS8000s (we have 4) to provide commands for managing Global Mirror Replication and FlashCopies for backups. We rely on the IBMi Copy Services Toolkit for integration, and this Windows client is the prescribed way to update the DSCLI client on IBMi.  So both our desktops and IBMi servers are either severely downlevel or cannot be loaded at all. 

The current workaround for not having the windows DSCLI client is to use the DSCLI interface on the DS8K GUI, which is 3-4 times slower than running the windows client.  This is a noticeable difference when running scripts for large configurations like ours. 

Please create an installer that can run in a secure environment by signing the dsclisetup.exe executable.  

It would also be helpful to remove the restriction of having to run the executable from the DVD (.iso image).  And allowing use of other Java versions (we use Java 17 with our Java based IBMi Access Client Solutions client) would eliminate the need to manage multiple versions of Java on the desktop for two different IBM products. But PLEASE at least give us a solution that we can install in our Windows 11 environment.
