When Safeguarded Copy is out of capacity, allow for either oldest to delete or newest to not be created

Give Safeguarded Copy customers a choice to either not create a new copy, or delete the oldest copy when SGC capacity is not sufficient to create a new copy

    A single DS8000 does not have the context to make this decision as it requires an evaluation of the overall environment which could span many DS8000s. So this is something that should be evaluated by CSM and GDPS as the management solutions for Safeguarded Copy.

    It would certainly be feasible for CSM or GDPS to evaluate the current space for the SGC environment when about to take a new copy and to either expire the oldest backup (if allowed by policy) or not take the copy if above the capacity threshold.
