Embedded DSCLI should support file access

Ability to use the DSCLI for commands that are currently not supported. The latest one is our attempt to establish an SSL connection between the DS8950F and TS7700. We were unable to do it in the embedded DSCLI as the file certificates (root & intermediate) as we get an CMUC00567E error message even if the file location is valid.

    There is another RFE implementing those commands so this RFE is rejected. (The user can alternatively use the GUI to configure certificates or if done from a script to use the OS-installed DSCLI. When using a web browser, the only way to upload files is to use the browser native capability and it is difficult to integrate with embedded DSCLI which is not targeted for automation).
