Allow MONITOR role to 'view' all (or most) items and configurations in CSM

Currently the MONITOR role in CSM does not allow access to things like port pairing csv or authentication settings and even the scheduled tasks. As a result we always need an ID with ADMINISTRATIVE access. Per our firm's security standards the admin IDs are only to be used for specific elevations. Being able to view (not edit) all aspects of CSM would be helpful with the day to day and validation without elevating to an admin role.
