Improve the CSM behaviour to find free session IDs on the hardware

At the moment CSM only checks the GM masters running on the Ds8000 and their state. It is not checked which LSS sessions are configured but are not members of a running Global Mirror.

In situations where the DS8k hardware is managed by different tools (different CSM servers, GDPS, DSCLI,...) this can lead to problems if CSM independently selects a free ID (customer has not defined it himself). If CSM has all information of all sessions on the hardware this can be prevented.

    If multiple CSM servers are in use....even doing the query for LSS sessions on the hardware could lead to potential issues. So this does not solve the problem. Customers running multiple CSM servers and managing GM on the same storage system should manually choose the session ID to use on the session under the Consistency Group name value on the session. This way they can avoid using the same number across the CSM server instances.
