Add the Persisent option for the practice FC (H3-I3 role pair) in CSM session.

The MM-GM with practice session is missing the Persistent option for the H3-I3 FC role pair (I suppose the other session with practice are missing the option too). This is useful if H3 volumes are space efficient, the FC relation should be persistent to support H3 space release with the Terminate I3-H3 command.

    The session doesn't have "Persistent" but it has "Incremental". When you set Incremental it automatically makes the relationship Persistent as well. The only reason to provide a Persistent option for that role pair would be if you wanted it to be Persistent but did not want the flashes to be incremental. Do you have a use case where you need Persistence but not Incremental?
