Include the automatic Refresh States after an event "Hardware connection.... is now accessible (IWNH1038I)

After a hardware error in one of the device server of the Storage, CSM reported a communication errors and changed the replication sessions from Normal to Severe.

However, for the Hardware Storage side, there was no replication impact, as the other device server of the cluster sustained all I/Os until the affected device server came back online.

Few minutes late, the CSM reported the communication with Hardware device was accessible, but not check the hardware replication status anymore.

So, customer is requesting to include the automatic "Refresh States" after an event "hardware connection.... is now accessible (IWNH1038I)", to avoid mismatch between CSM and Storage Hardware like they had in this case, in which the storage hardware device was already good with all relationship pairs with successful state and CSM was reporting session severe state.

    CSM should already ALWAYS requery the hardware for the latest pair states upon reconnecting after a disconnect. If this did not occur please open an issue so that we can determine why the requery didn?t pickup the correct hw state.
