Allow deletion of csmadmin local ID

The csmadmin local ID comes back after being deleted (post server reboot). It is also not possible to delete this ID. Please allow the customer to delete this ID permanently.

    You can delete the default csmadmin user as long as there is another user with admin authority. Please note that this is however not recommended. The local user can be used as a fall back in case connectivity to the LDAP servers is lost. If you lose connectivity to LDAP, then you will not be able to login to CSM and issue any recovery actions for your replication. There is a way to prevent the csmadmin from being recreated after a restart...which is done to provide that protection mentioned earlier. This was discussed on a call with the customer.
