S3 Object Lock Governance Mode support required

Herman IT is a typical MSP which sells COS S3 capacity for their customers. Customers are demanding immutability for their data for X years. These customers may have a contract with MSP which expires in 1-3 years. If their customer wants to set an Object Lock to protect their data and leave the MSP then the MSP is stuck with customer data which they obligated to remove but can't (due to Object Lock Compliance Mode). An easy solution to solve this would be to implement S3 Object Lock Governance Mode which could be designed so that a special role of a user (or multiple users) are required to delete an Object Lock bucket. But that it would be possible to delete.
