Send messages from db2diag.log file to the TSM activity log

All error or warning messages in the db2diag.log file should be sent to the TSM activity log. This would minimize the need to be a DB2 DBA, and would enable a single point or source for monitoring and alerting.

Make all dsmserv.opt options settable using the SETOPT command. Configuring dsmserv should not require a restart. All options should be dynamically settable. Correcting options should be dynamic and not cause an outage.
