Please upgrade the TS7700 rsyslog protocol to use TCP with TLS

The current TS7700 rsyslog communications protocol is TCP in the clear. By adding TLS encryption to TCP, the communications will be more secure.

Today, only SKLM is supported to encrypt tapes. To simplify infrastructure, we would concentrate our KMIP requests to only one type of server. So our request is to have support for other servers.
