Support DELL ECS S3 Object Lock for Spectrum Protect Backup

It is a major Spectrum Protect customer request. This customer already owns DELL ECS and wants to use it to host immutable backups. It should work as it is the case with Spectrum Protect on AWS Object Lock today.
