Skip recall when files are open()ed with O_TRUNC

Adding this feature it would prevent many unnecessary recalls. As recalls from tape are an expensive operation it would improve the performance of the filesystem.

IBM Spectrum Protect API for DB2 does not allow to set 'set protect size' info. Hence OC does not count it for License check

Nodes being used for DB2 database backup using TSM client API are not reporting to front end capacity usage (in Operation Center). Hence unable to utilize OC for license calculation. Refer PMR Numbers TS001718996 and TS002594393.
