command approval- Non approver can promote himself as "approver"

The existing admin who was not configured as Approver can issue the command "update admin admin1 cmdapprover=yes" and promote himself as approver and approve for the his / others pending tasks. Its violating the purpose of having such feature.

ability to use SSH for Brocade switches
