ALLOWREORGTABLE as a TSM command

It would be nice if ALLOWREORGTABLE were a TSM command and we didn't have to restart the server and change the dsmserv.opt file. Production systems can't afford to take down the server and start the server in order to make a change like that.

message in export/import telling you no receiving node has been defined or haver export/import fail if no receiving node defi

for export/import have the process fail if there is no node defined on the receiving system. At the very least have a message saying the process failed because no node was defined on the receiving system.
