Improve "generate dedupstats" to run filespaces in node parallell

When running generate dedupstats on a node with thousands of VM filespaces, it runs for weeks before it completes. These should kick off in separate processes so that it can be managed by the Maxprocesses value.

Add "completed" timestamp to administrative events if the administrative schedule fails.
