Ability to delete filespace tied in retention set.

If we set up f.e a retention rule to save a yearly backup for all VMs, we then can not delete any of the VMs filespaces completley. Only if we delete the retentionset and thus deleting all of the yearly backups.

LDAP outage should not prevent DSMSERV startup

If LDAP is unreachable dsmserv refuses to start. This should NOT be a requirement. This inserts additional delay and troubleshooting into network outages.
